The Four-Tier Structure
TMPK operates through a democratic, four-tier hierarchy adopted in its constitution on 30 October 1972. Each tier has clearly defined roles, with elected office bearers serving fixed terms and reporting to the tier above.
The system ensures that every Mising youth — from the most remote village to the central headquarters — has a voice in the organisation's decision-making.
Mising Inhabited Districts
The Mising people are primarily concentrated in the riverine and flood-plain areas along the Brahmaputra River in Upper Assam. The community is the second-largest Scheduled Tribe in Assam, numbering 680,424 per the 2011 Census, with modern estimates ranging around 1 million.
TMPK maintains committees across the Mising-inhabited districts: Dhemaji (the highest concentration), Lakhimpur, Majuli, Jorhat, Golaghat, Sonitpur, Dibrugarh, Sivasagar, Tinsukia and Charaideo, with a significant presence in Biswanath district. Another ~16,000 Misings reside in Arunachal Pradesh (East Siang, Lower Dibang Valley and Lohit districts).

Totals above are approximate. The Mising Autonomous Council comprises 40 members — 36 elected from constituencies across the Mising belt and 4 nominated by the state government, with its headquarters at Gogamukh, Dhemaji. A further ~16,000 Misings live in Arunachal Pradesh (East Siang, Lower Dibang Valley, Lohit).
How Committees Function
🏛️ Central Committee
Meets quarterly, sets policy, coordinates campaigns, manages central funds, and represents TMPK in state and national forums. Elections held every 2–4 years at the Annual General Session.
📋 District Committees
Meet monthly, implement central directives, organise district-level events, manage local membership, and coordinate with unit committees under their jurisdiction.
🌱 Unit Committees
Meet weekly or fortnightly at the village or town level. They are the frontline of TMPK's work: recruiting members, organising cultural programmes, conducting flood-relief operations, and channelling youth concerns upward.
⚙️ Accountability
Each committee maintains its own bank account, submits annual reports to the parent body, and sends delegates to the Annual General Session.
