What is the Constitution?

The TMPK Constitution is the supreme governing document of the organisation. Adopted on 30 October 1972, it defines the fundamental principles, structure, and processes by which TMPK operates. All committees — from the Central Committee down to the village-level Unit Committees — are bound by its provisions.

The constitution was formally adopted one year after the organisation's founding, providing a legal and democratic framework for the growing student movement. Over the decades, it has been amended through resolutions passed at Annual General Sessions, adapting to the evolving needs of the Mising community.

Historical Context

When TMPK was founded on 16 October 1971 as the North East Frontier Agency Students' Union, the Mising people faced profound challenges — limited access to education, cultural erosion, economic marginalisation, and the absence of a unified political voice.

The framers of the constitution drew inspiration from democratic principles, drawing upon the organisational experience of precursor bodies such as the Assam Miri Chatra Sanmilan (established 1935). The resulting document created a democratic, hierarchical structure designed to channel Mising youth energy into constructive advocacy and community service. It was later updated following the 1982 renaming to Takam Mising Porin Kébang.

Our Foundation

Preamble

We, the Mising students of Assam, recognising the urgent need for a united platform to uplift our community through education, preserve our rich cultural heritage, safeguard our language and literature, and advocate for our socio-economic and political rights, do hereby adopt this Constitution for the Takam Mising Porin Kébang, pledging ourselves to work tirelessly for the advancement of the Mising nationality and the broader Assamese society.

Core Purpose

Aims & Objectives

The constitution sets forth the following core objectives that guide all TMPK activities.

Educational Upliftment

Promote access to quality education for Mising students at all levels, organise merit felicitation programmes, establish scholarship schemes, and advocate for Mising-language instruction in primary schools.

🪘

Cultural Preservation

Protect, promote, and celebrate Mising culture — including the Ali-Aye-Ligang harvest festival, traditional music, dance, oral history, and customary practices. Foster inter-generational transmission of cultural knowledge.

Language & Literature

Work for the preservation, development, and official recognition of the Mising language (Mising Bani). Support Mising literature, publications, and linguistic research in collaboration with Mising Agom Kebang.

⚖️

Political Autonomy

Lead the movement for the inclusion of the Mising Autonomous Council (MAC) in the Sixth Schedule of the Constitution of India, securing full legislative and administrative autonomy for the Mising people.

Social Welfare & Relief

Coordinate flood-relief operations, distribute emergency aid to affected families, advocate for long-term rehabilitation, and address broader socio-economic challenges facing the Mising community.

Unity & Brotherhood

Foster unity among Mising students and youth across all districts, strengthen ties with other indigenous and tribal organisations, and contribute to the broader Assamese society through constructive engagement.

Environmental Advocacy

Oppose ecologically destructive mega-dams and industrial projects that threaten Mising homeland and livelihoods. Advocate for sustainable development that respects the rights and well-being of riverine communities.

Youth Empowerment

Develop leadership skills among Mising youth through training, debate, community service, and active participation in the organisation's democratic processes at all levels.

Governance

Organisational Structure

The constitution establishes a democratic hierarchy with four tiers.

Tier 1

Central Committee

The supreme governing body comprising the President, Vice-President, General Secretary, Assistant General Secretary, Treasurer, Secretaries, and representatives from all district committees. The Central Committee sets policy, coordinates major campaigns, and represents TMPK at the state and national level. Elections are held every two to four years at the Annual General Session.

Tier 2

District Committees

Each district with a significant Mising population operates a District Committee. These bodies oversee regional activities, implement Central Committee directives, and organise local initiatives in education, culture, and relief. District committees also serve as the electoral colleges for central leadership positions.

Tier 3

Regional Committees

Intermediate bodies that coordinate across clusters of districts, ensuring effective communication and collaboration between the Centre and the grassroots. Regional committees facilitate joint programmes and inter-district initiatives.

Tier 4

Unit Committees (Village & Town Level)

The grassroots foundation of TMPK. Unit committees operate in villages, towns, and educational institutions, directly engaging Mising youth, recruiting members, organising local cultural events, and serving as the first responders during floods and other emergencies.

Rules & Standards

Membership & Code of Conduct

Membership

The constitution defines clear membership criteria to ensure broad-based participation while maintaining organisational discipline:

  • Open to all Mising students and youth who subscribe to the aims and objectives of TMPK
  • Members must be at least 15 years of age
  • Membership is confirmed upon registration with a Unit or District Committee
  • Members have the right to vote in internal elections and to stand for office (subject to tenure and conduct requirements)
  • Life-long affiliation is maintained through alumni networks after active student years

Code of Conduct

All office bearers and members are bound by a code of conduct enshrined in the constitution, which requires:

  • Fidelity to the constitution and resolutions of the organisation
  • Non-violence and democratic behaviour in all activities
  • Transparency in financial management and reporting
  • Regular attendance at committee meetings and general sessions
  • Prohibition on using the organisation for personal or commercial gain
  • Respect for Mising cultural values and traditions
Democratic Process

Election Procedures

The constitution provides for democratic elections at all levels.

🏛️ Central Committee Elections

Held during the Annual General Session (AGS) or Special General Session. Delegates from all district committees elect the President, Vice-President, General Secretary, Assistant General Secretary, and Treasurer through a secret ballot. The term of office is typically two to four years, as determined by the General Session.

📋 District-Level Elections

District committees elect their own office bearers through a similar democratic process, with representatives from each unit committee within the district forming the electoral college. Elections are overseen by an independent Election Committee appointed by the Central Committee.

🌱 Unit-Level Elections

Unit committees elect their convenors and secretaries through open meetings of all registered members in the locality. These elections ensure grassroots participation and leadership development at the community level.

⚖️ Election Commission

An independent Election Commission, appointed by the Central Committee, supervises all TMPK elections to ensure free and fair conduct. The commission adjudicates disputes and enforces the election provisions of the constitution.

Transparency

Financial Provisions & Amendments

Financial Policies

The constitution mandates strict financial discipline and transparency:

  • All funds must be held in official bank accounts in the name of TMPK or its committees
  • Expenditure requires authorisation by the Treasurer and countersignature by the President or General Secretary
  • Annual audited accounts must be presented to the General Session for approval
  • Funds may be raised through membership fees, donations, grants, and approved fundraising activities
  • All financial records are subject to audit by an independent auditor appointed by the General Session

Amendment Process

The constitution may be amended through a two-stage process designed to balance stability with adaptability:

  • A proposed amendment must be submitted in writing to the Central Committee at least 30 days before a General Session
  • The Central Committee reviews the proposal and circulates it to all district committees for study
  • A two-thirds majority of delegates present at the General Session is required for adoption
  • Amendments take effect immediately upon passage unless a later effective date is specified
  • No amendment may alter the fundamental aims and objectives of the organisation without a separate ratification vote
